Abstract

For a small country like the Philippines, watching the rise of Asia and the relative decline of the West hearkens its people to re-examine their past in the light of recent geo-political shifts. How is a nation to survive obvert and subversive political violence from State enemies? The answer is to find strength from collective resolve against aggression and intimidation by the world's latest bullies, by taking refuge in the rule of law embodied by the United Nations, and in collective security arrangements with fellow democracies and like-minded allies. Author Biography

Robert Ferrer, Department of Foreign Affairs (DFA)

Robert Ferrer, born in Pangasinan, Philippines, is a Filipino Foreign Service Officer working in the Department of Foreign Affairs (DFA). He obtained his Masters' Degree in International Studies from the University of the Philippines, Diliman, Quezon City in 2000. He was Acting Director, Office of United Nations and Other International Organizations in the DFA (Peace and Security, International Law Division and Human Rights and Humanitarian Law Division) from 1998 to 2002. He was Alternate Philippine Permanent Representative to the IAEA* and the CTBTO** Preparatory Commission in Vienna from 2002 to 2008. He became Interim Pastor (Congregational Leader) of the Vienna Congregation of the Worldwide Church of God (now Grace Communion International) from 2007 to 2008. He was also Director, Office of Asian and Pacific Affairs, DFA (Central and South Asia Division) from 2008 to 2010. He has served on the boards of Fellowship of Christians in Government (FOCIG), Alliance Graduate School, both in the Philippines, and Delhi International Christian Fellowship in India. He is currently First Secretary and Consul at the Embassy of the Philippines in New Delhi. He is married to Judylyn Villegas Reyes (bobbyque2004@yahoo.com)
